Pioneer prides itself on an intelligent approach to development. This means paying special attention to the services that will be needed, in advance of the new residents, to meet the community's needs. By 2006, Weld County approved seven special districts that have been put in place to manage and fund services for the area taking any additional financial burden away from Weld County
Water and Wastewater
An adequate long-term water supply for the entire community has been identified and approved. Pioneer has been working with the town of Keenesburg to augment their existing water supply and is exploring ways to operate facilities jointly to provide efficient wastewater treatment.
Public Safety
A public safety district will fund the Weld County Sheriff's Office to increase public safety efforts in the area as Pioneer grows and ensure the safety of both the community and surrounding areas.
Fire Protection
Pioneer is currently working with the Hudson Fire District and the Southeast Weld Fire District to develop protection boundaries and a funding structure for fire protection. Both fire districts will assume responsibility for different portions of Pioneer Communities.

Transportation
In 2003, a strategic roadway designation was approved by Weld County that outlines the major roadways needed for Pioneer Communities. Streets and roads within the community will be funded by a metropolitan district, which collects taxes from homeowners within Pioneer. Currently Pioneer is working with Weld County to plan additional regional transportation needs.
Schools
Pioneer is working closely with the Weld Central School District (RE-3J) on plans for the timeline and development of two high schools, two junior high schools and five elementary schools. A foundation has been formed to provide funding for the timely construction of each school as the population grows.
Parks & Trails
Pioneer Communities plans to utilize 725 acres for parks and open space within the development. The plan includes 12 community parks and numerous trails that will connect to existing neighboring trails within Weld County. Funding, planning and management of the parks and trail systems will be accomplished through the special parks and recreation district formed in 2004.
